The Robert H. Hilderbrand, Jr. Fund
The Robert H. Hilderbrand, Jr. Fund (“The Fund”) is organized as a 501(c)(3) affiliate of the National Association of Bond Lawyers (“NABL”) exclusively to support and benefit the educational activities of the Association.
Donations are accepted throughout the year and are deductible to the extent provided by law, supporting the full mission of The Robert H. Hilderbrand, Jr. Fund, including:
- Scholarship awards for the Frederic L. Ballard, Jr. Scholarship
- Scholarship awards for the Perry E. Israel Memorial Scholarship
- Stipends for government employees to offset personal costs of attending seminars
- Support for panelists participating in The Workshop
- Honoraria for guest speakers and authors contributing to tax-exempt finance programs

OPPORTUNITY FOR CURRENT LAW STUDENTS
Frederic L. Ballard, Jr. Scholarship
This program awards up to five scholarships to qualified applicants to attend The Essentials conference, hosted by NABL, to help new practitioners build a strong foundation in public finance law.
OPPORTUNITY FOR IN-HOUSE COUNSEL
Perry E. Israel Memorial Scholarship
This program awards one or more in-house attorneys employed by a state or local governmental entity to attend The Essentials conference, hosted by NABL, to support their professional development.

More Information About The Fund
The Fund was established (as NABL, Inc.) on September 18, 1981, with initial funding by the Association. In 1986, it was renamed in honor of Robert H. Hilderbrand, Jr., a partner in the Philadelphia firm of Saul, Ewing, Remick & Saul, who perished on November 11, 1985, in an airplane accident. Mr. Hilderbrand, Vice-Chairman of the Association’s 1985 Arbitrage Seminar, was Vice-Chairman-Designate of the Committee on Education at his death and would have chaired the 1986 Arbitrage Seminar. He had been active in the Association’s educational programs, and those of other organizations, for several years, and possessed an uncanny ability to explain, with clarity and wit, the complexities of the Internal Revenue Code.
