About the Program

The National Association of Bond Lawyers (NABL) is launching the Perry E. Israel Memorial Scholarship in 2026 in honor of the late Perry E. Israel, a distinguished public finance tax attorney, mentor, and thought leader in the municipal bond community. This scholarship will provide financial support for the professional development of in-house counsel working for state or local government entities by enabling their participation in NABL’s Essentials Conference.

Applications are made available here in mid-January with an early March submission deadline.

Remembering Perry E. Israel

Perry E. Israel was a trailblazer in public finance tax law and a longtime contributor to NABL and its mission. Perry was a former Board member, conference and committee chair, and panel and project leader. He was not only a highly respected practitioner but also a generous mentor who guided countless young tax attorneys throughout their careers. Naming a scholarship in his honor aligns with NABL’s values of mentorship, education, and public service.

NABL invites all of its members to support the continued funding of the Perry E. Israel Memorial Scholarship. Contributions should be made to NABL’s affiliated 501(c)(3) nonprofit corporation, the Robert H. Hilderbrand, Jr. Fund, which oversees and administers the scholarships. Donations to the fund are tax deductible to the extent provided by law.
