Complete and submit the following form to apply for the 2025 Frederic L. Ballard, Jr. Scholarship. Application instructions are below and more information about the scholarship can be found here.

- The DEADLINE for submitting completed applications and all forms required by the application is Monday, February 2, 2026, 5:00 pm (EST).

- Previous scholarship recipients are not eligible to apply.

- All applications must be submitted in a legible format. Illegible applications will be returned.

- You will be notified no later than Wednesday, March 4, 2026, if you have been selected as a scholarship recipient.

Scholarship Criteria
(Must meet #1; all other criteria will be factors considered in selection of the scholarship recipients)
- Current enrollment in the Doctor of Jurisprudence Program or a Masters of Law (LL.M.) Program at an accredited law school located within the United States of America.
- Cumulative law school GPA and class rank.
- Previous experience (full-time or part-time job, summer clerkship or internship) working in, or with, one or more state or local governments or in the public finance area.
- Expectation of practicing in municipal law or public finance law upon graduation from law school.
Scholarships Awards
- There will be up to five scholarships awarded to qualified applicants. The National Association of Bond Lawyers (NABL) reserves the right to award fewer than five scholarships. Through a donation from the American College of Bond Counsel, one of the five scholarships has been designated for a diverse candidate. (“Diverse” as defined by the American Bar Association, includes “minorities, women, persons with disabilities, and persons of differing sexual orientations and gender identities.”)
- Each scholarship will include (a) waiver of the enrollment fee to The Essentials: 2026 conference scheduled to be held April 8-10, 2026, at the Fairmont Hotel in Austin, Texas, (b) complimentary hotel lodging (checking in on April 8 and checking out on April 10) at the Fairmont Hotel in Austin, Texas, (c) reimbursement of roundtrip airfare (not including any checked baggage fees) at coach/economy class rates for nonrefundable fares booked no less than 21 days prior to the departure date, and (d) reimbursement of ground transportation to, and from, the scholarship recipient’s departing airport and to, and from, the Austin-Bergstrom International airport (limited to the cost of taxi service). Reimbursement for the items listed in clauses (c) and (d) must be made on a form provided by NABL, and receipts for paid expenses must accompany requests for reimbursement. Requests for reimbursement must be submitted within 30 days of incurring the expense, and requests for reimbursement not submitted to NABL within this time frame will not be paid. Please note: Only the specified costs will be reimbursed. For example, NABL will not cover the cost of meals outside those provided during the conference, and room service expenses are not included.
