Giroux Named to Succeed Daly as NABL Director of Governmental Affairs 

WASHINGTON – Jessica Giroux will join the National Association of Bond Lawyers (NABL) as its next Director of Governmental Affairs, succeeding William J. (Bill) Daly, who has held the position since 2012.  Jessica will start on August 28, 2017, as the Deputy Director of Governmental Affairs, and will assume the Director of Governmental Affairs position on January 1, 2018, upon the planned retirement of Bill Daly. 

“The NABL Board is delighted that Jessica will be joining NABL to succeed Bill Daly as our Director of Governmental Affairs,” said Clifford Gerber, President of NABL. “Jessica’s experience in the municipal finance industry will permit us to leverage the efforts of our many volunteers in carrying out NABL’s mission,” which includes educating its members, improving the state of the art in the field, and providing comments on both the legislative and regulatory fronts. 

Jessica was most recently General Counsel and Managing Director for Bond Dealers of America (BDA), where she was responsible for member engagement, Capitol Hill outreach, research, analysis, and keeping abreast of developments at the MSRB, SEC, Treasury, and FINRA.

“I am excited to join the team at NABL and look forward to working with its Board of Directors, members, and staff to advocate in support of NABL's mission. It is an honor to have the chance to work with Bill Daly again and ultimately succeed someone who has been a colleague, mentor, and friend to me. I’d like to thank my colleagues at the BDA, especially Mike Nicholas, for six great years of professional development and personal friendship,” commented Jessica.

Prior to joining BDA, Jessica served as Chief of Staff and Counsel to New York State Senator James Alesi, where she led the office’s legislative initiatives, including drafting bills for full Senate consideration.  Jessica also spent four years as part of the senior legislative staff in the Washington, DC, offices of former New York City Mayor Michael Bloomberg.  She has a law degree from Albany Law School and is admitted to the New York State and U.S. Supreme Court Bars.
