Congress Acts to Restore Funding for Transportation Projects

On March 3, 2010, President Obama signed H.R. 4691, the Temporary Extension Act of 2010, which, among other things, will restore federal funding for highway and transportation projects. The bill unexpectedly became the subject of a filibuster by Senator Bunning (R-KY) that surprised the leadership of both parties. The filibuster threatened transportation projects across the country, as states would have lost up to $787 million in highway funds. In some cases, highway officials received inquiries from credit rating agencies regarding the debt service payments on bonds backed by federal highway and transportation grants.
