NABL to Host Teleconference on IRS Enforcement Initiatives

WASHINGTON – The National Association of Bond Lawyers (NABL) will host a teleconference relating to Internal Revenue Service (IRS) enforcement initiatives on Friday, September 11, 2009, from 1:00 pm to 2:30 pm Eastern Time.
Panelists include Clifford J. Gannett, Director of the IRS Tax Exempt Bond Division, and David J. Cholst, of Chapman and Cutler, LLP; the teleconference will be moderated by Linda Schakel, of Ballard Spahr Andrews and Ingersoll LLP.
Topics to be addressed include:
- Recent governmental bond post-issuance compliance questionnaire
- Procedural matters in IRS Form 8038-CP filings
- Staff plans for Build America Bonds (BABs) enforcement
- Refinements to the Voluntary Closing Agreement Program (VCAP)
- Interest rate hedge initiative
- Record retention recommendations contained in the most recent report of the Advisory Committee on Tax Exempt and Governmental Initiatives, which was released on June 10, 2009
Discussion of issues relating to BABs is being deferred until the 34th Annual Bond Attorneys’ Workshop in Phoenix, AZ, to be held October 28-30, 2009.
