Interested in the SEC Municipal Advisor Rule? You won't want to miss John Cross, Director of the SEC Office of Municipal Securities, who will be participating in all three of Thursday's panel sessions on "Hot Topics in Securities Law". The 11:00am session will be devoted to a more in depth discussion of the regulations.
Lois Scott, Chief Financial Officer for the City of Chicago, will kick off BAW on Wednesday, September 25, with a keynote presentation about the Chicago Infrastructure Bank initiative and the public finance industry.
Rebecca Harrigal, newly announced Director of the IRS Office of Tax Exempt Bonds, will speak for the first time to the industry about her plans for the future activities of the TEB office on Wednesday, September 25 on the "Hot Topics in Tax Law" panel.

Will there be tax reform this year or next? What is the SEC telling us we must do? How do I understand and use EMMA? How can I best protect myself from potential liability and best help my clients? While it is difficult to predict what new developments will most affect your practice, the 2013 Bond Attorneys’ Workshop will be information-packed and address matters of critical importance to the municipal finance industry. We will sum up the year’s securities law developments, IRS enforcement activity, and tax reform proposals. You will hear about the current thinking on MSRB rules, pension disclosure, Dodd-Frank, crisis driven transactions and financial distress, and direct purchases. A General Session will kick off our program on Wednesday. Lois Scott, chief financial officer for the City of Chicago, will kick off the Bond Attorneys’ Workshop with a keynote presentation about the Chicago Infrastructure Bank initiative and the public finance industry. In 2011, Ms. Scott left Scott Balice Strategies, the financial advisory services company she founded, to become chief financial officer for Mayor Rahm Emanuel. She met Mayor Emanuel while she was a White House fellow in 1997 and he was a policy chief for former President Bill Clinton. After working in D.C., Ms. Scott went on to manage the Midwest public finance offices for DLJ Merchant Banking Partners (which is now part of Credit Suisse) and Bank of America. She spent a decade on Wall Street, and by 32 she was a senior vice president at Donaldson Lufkin & Jenrette Securities Corp. Recently, the Chicago-based Women in Public Finance recognized Ms. Scott with a lifetime achievement award.
The General Session also includes the presentation of NABL’s prestigious awards: The Bernard P. Friel Medal, and the Frederick O. Kiel Distinguished Service Award. You will have the opportunity to participate in the association’s Annual Membership Meeting, vote for the new Board of Directors slate, and hear from 2013-2014 NABL President, Allen K. Robertson, about his vision for NABL in the upcoming year.
